Measuring Carbon Emissions
With all the discussion and debate about the Government's proposed emissions trading scheme, I've realised that I don't actually know how they will measure quantity of emissions made by a company.
Even quickly skimming through the White Paper, there doesn't seem to be an explanation of how this measurement occurs. There is just the assumption that it'll occur. It's not like you can have an emissions meter to keep track or will they?.
Does anyone have an idea about how they will be able to objectively measure carbon emissions?

Look up NGERS in the Dept Climate Change site. That is the measurment reporting regulation effective 1 July 2008.
